On July 11th, 2025, led by the Ministry of Electronics and Information Technology of India (MeitY), a stakeholder consultation meeting on the transition of electronic equipment safety standards was held. The conference focused on the current two standards, IS 13252 (Part 1): 2020 and IS 616: 2017, which will be replaced by the new standard IS/IEC 62368-1:2023 (4th edition) in the future. This standard update aims to make Indian regulations more in line with international standards, which will have a significant impact on the electronic equipment industry.
The standard migration involves a wide range of product categories, and it is expected to affect about 42 product categories, including 27 from IS 13252 standard and 15 from IS 616 standard.
The contents of the new standard involved in this meeting are as follows
1. Migration of product standards: MeitY will migrate 42 product categories (27 conforming to IS 13252 and 15 conforming to IS 616) specified in CRO 2021 to IS/IEC 62368-1:2023.
2. standard transition period: the implementation period of all products migrating to IS 62368 will be three years from the date of announcement, during which both IS 13252/IS 616 and IS/IEC 62368-1 will be applicable. For AR/VR equipment, a new product category will be established, with an initial implementation period of six months, but the industry requires that it be extended to one year, and relevant reasons should be provided for further consideration.
3. New product category: AR/VR devices (augmented reality/virtual reality) are currently classified as ADPM or VDU according to their technical specifications. In order to avoid ambiguity, a new product category will be created for it, and it is required to meet the IS 62368 standard.
4. Disposal of existing products: For registered products with valid R numbers, the industry has put forward the demand of replacing products during the warranty or maintenance period. The chairman said that all products should be moved after the implementation date of the order, but MeitY may consider granting exemptions for special circumstances.
5. Implementation mode: The industry suggested to implement the migration in stages, but MeitY decided to migrate all 42 product categories to IS 62368.
6. Retention of R number: The industry asked whether the R number of the product can be retained when migrating to IS 62368. BIS (Indian Bureau of Standards) said that as the standards are being migrated, it may be necessary to revise their implementation guidelines according to the series of guidelines.
7. Series and implementation guide: The industry should submit suggestions on series guide of 42 product categories to MeitY before the end of July 2025, and directly submit suggestions on implementation guide to BIS.
8. Laboratory certification: As for the laboratory certification time of IS 62368, it was pointed out that some laboratories have been certified, and BIS will speed up the laboratory certification process, and it is considered that three years is enough for additional laboratory certification and order implementation.
9. Logo marking: It IS suggested in the industry to re-examine the standard logo on certified products, and it is proposed that only the R number is displayed on the logo instead of the IS number. The Chairman said that BIS was responsible for this matter, and the industry could submit suggestions to BIS.
10. Product category integration: The industry requests to integrate certain product categories during the migration process, such as integrating "wireless keyboard" and "keyboard" into one category. The chairman agreed, and said that the product categories such as TV, VDU and keyboard will be integrated when moving to IS 62368.
Applicant/manufacturer/importer's suggestions for follow-up actions.
◆ Continuous attention: Applicants, manufacturers and importers should continue to pay attention to the official orders issued by MeitY and BIS.
◆ Feedback: Submit feedback on the test scope and series classification principles within the specified time limit.
◆ Internal evaluation and planning: prepare for the double-standard compliance requirements during the transition period, and conduct internal compliance evaluation and planning.
